The easier but "less fun" way is using RCon.
C:\...\Counter-Strike 2D\sys\server.cfg
Type at
sv_rconusers your USGN-ID, sv_rcon the rcon password.In-game rcon_pw <password>, and boom. You're admin.

In-game gibst du dann rcon_pw <passwort> ein, und schon hast du Admin Rechte.

Just don't touch the dedicated server. It's much more difficult to control.
