just wondering if anyone knows of or can make a multiplayer
offline thing? because i have two pc's and i really wont to play multiplayer with my brother OFFLINE

Just start CS2D (both of you). One of you clicks on "New Game", checks the "Offline / LAN" checkbox and clicks on start, the other one clicks on Find Servers -> LAN and refreshes till he can join.
The host has to allow CS2D to go through the firewall, if you have a firewall installed.

Also if you can't for some reason, make a 'multiplayer server' and put a pass that others can't guess. Or use a whitelist script thingy...

Adding a password to your server seems like an easier idea than to start messing with LAN if your server can be seen on the serverlist.
