i've put all the graphic 0, did not work.
the CS2D only runs on OpenGL, if not crash (exception acess) and when you open a map, besides the problem with fps, it is changing the tiles, they disappear and appear again, change to tiles from other maps as you go walking.

You need update your video card drivers and run only in directx, because old grafic cards doesn't support well the new opengl.
If the problem persist you need clean the pc or reinstall windows.
then, I never found a video driver for this PC, the motherboard says is compatible with XP / W7 / W8 and linux. however here runs a windows vista. this is problem?
1.Open the Task Manger. (CTRL + ALT + DELETE)
2.Go to Processes section.
3.Press right mouse on CS2D.
4.Press Set Affinity.
5.Check all the boxes.
6.Done, try it!
That's one of the reasons why you have low FPS. Because it's not a very known or any reasonably good gaming graphics card overall.
It's also due to the Intel Celeron dual core 1.10 GHz processor. These two components are the main causes of the FPS bottleneck of your PC that you've bought.
I'd recommend buying a cheap NVIDIA GTX 750 Ti (2GB GDDR5) along with a quad core processor such as Intel Core i5 4690K. It'll make both 2D and 3D gaming fun, so follow a tight budget and see when you can afford these components then you won't have to worry anymore.
These are the components I currently use and I can run both Counter-Strike 2D (59-60 FPS), Counter-Strike: Global Offensive and so much more with a average of 30-40 FPS on highest settings (non overclocked).
When my graphics card is overclocked I can run any game on highest settings with like ~120 FPS when using EVGA PrecisionX 16 overclocking software, so yeah... that's just me. I imported my PC from Germany and it was pretty good for a budget PC.
